Petropars, Shell discuss oil investment prospects

Iran's Petropars Company is in talks with oil and gas major Royal Dutch Shell to conduct feasibility studies on investment in oil and gas projects, said the company's managing director.

Mohammad Javad Shams told Shana on Monday that negotiations between Iranian companies and their foreign partners are based on new models of oil contracts and Petropars has held talks with several foreign companies including Shell as well as an Italian and German company.

"We have already signed a cooperation document with a German company and negotiations are underway with another foreign company for developing West Karoun oilfield," the official stated.

Established in 1998, Petropars was founded to contribute to the development of Iran's vast energy resources. It specializes as a developer of exploration, exploitation and production in upstream projects.

Royal Dutch Shell, commonly known as Shell, is a multinational oil and gas company headquartered in the Netherlands and incorporated in the United Kingdom. It is the seventh largest company in the world as of 2016, in terms of revenue. Shell paid €1.77 billion ($1.9 billion) it owed the National Iranian Oil Company in March, settling debts after sanctions against the country were lifted in January

Tehran poised to become Middle East's biggest LPG exporter

Managing director of the World LPG Association (WLPGA) said liquefied petroleum gas (LPG), as a clean, abundant and cheap form of energy, can address many of the world's energy challenges and Iran is to become the Middle East's biggest LPG supplier in the post-sanctions setting.

Speaking to Shana, James Rockall said, "There are a lot of energy challenges facing the world; energy challenges such as energy security, lack of access to clean energy, air pollution, growing GDP, growing populations in countries that don't have infrastructure for clean energy right now."

He said these will produce demand for LPG, particularly for residential use since LPG is a unique source of energy in a bottle, it is a modern energy that can go anywhere.

"If you look at Iran in the post-sanctions era, it is going to become the largest LPG exporter in the Middle East — which is 40 percent of its exports," said Rockall.

"The countries where the demand is going to be the greatest are close-by; we are looking at southern Southeast Asia, we are looking at east Africa and sub-Saharan Africa. So these are markets that Iran could export into," he added.

He said WLPGA would like to work with the Iranian industry to help accelerate the development of those markets since strategically it is in the interests of Iranian producers to have markets to export into right now when there is a lot of competition on the supply side.

WLPGA is the authoritative voice of the global LPG industry representing the full LPG value chain. The association's primary goal is to add value to the sector by driving premium demand for LPG, while also promoting compliance to good business and safety practices.

Iran, Russia plan to boost trade exchanges

Senior Iranian and Russian officials in a meeting in Moscow on Friday underlined the need for private sector involvement in trade activities.

Iran's Deputy Industries, Mines and Trade Minister Mojtaba Khosrotaj and his Russian counterpart said that the private sector can play a significant role in raising Iran-Russia trade to $10 billion a year, Fars News Agency reported.

Khosrotaj pointed out that Tehran and Moscow are planning to boost trade exchanges.

In early April, Russian Foreign Minister Sergei Lavrov said that Moscow and Tehran are taking wide strides for strategic partnership.

"Russia has age-old and strategic relations with Iran," Lavrov told reporters.

The Russian minister said that his country is ready to broaden mutual cooperation with Iran in various fields.

In the last several years, Iran and Russia have had vast cooperation in a number of areas, especially in political and economic spheres.

The two states also have similar views at the international level and have long had constant and regular consultations on key regional and global issues.

On November 23 President Putin was in Tehran to meet top Iranian officials and participate in the Gas Exporting Countries Forum (GECF) conference.

NITC to renovate fleet using internal capacities

National Iranian Tanker Company (NITC) plans to overhaul its fleet and build new oil tankers with the help of domestic companies, announced the company's managing director.

According to Fars News Agency, Ali Akbar Safaei said on Wednesday, "We will try to renovate and overhaul our oil tankers using domestic manufacturers and therefore, we have inked two contracts with Sadra Company and Iran Shipbuilding and Offshore Industries Complex Co. (ISOICO) to build five oil tankers."

Noting that the Iranian oil tankers are now providing service to its former customers, he hoped that Tehran would be able to send its oil tankers to Europe with the removal of insurance sanctions, which, he said have been fully cancelled, and the setting of prices for the services.

In April, Safaei had announced that the former customers in Europe have voiced enthusiasm about the resumption of oil imports from Iran. "Former buyers of Iran's oil are waiting for the removal of sanctions and they have already begun talks with us," said Safaei.

He said that European ports are willing to host Iranian tankers as sanctions are largely hoped to be lifted.

Japan ready to upgrade Iran car spare parts quality

Japan External Trade Organization (JETRO) announced on Tuesday that Japan would work with Iran to upgrade quality of car spare parts.

In a meeting with JETRO representative in Tehran, the head of the Institute for Trade Studies and Research of the Ministry of Industries, Mine and Trade Mohammadreza Razavi said that Japan used to supply cars to Iran but now the cooperation will be geared towards increasing productivity and upgrading quality in the auto industry, IRNA reported.

The two sides also reviewed ways to cooperate on manufacturing car spare parts with technical assistance from JETRO, including training, extending know-how in producing spare parts for cars, training and applying advanced methods to improve quality, cost-effective delivery and development (QCDD), JIT management and kaizen method which is a Japanese business philosophy of systematic improvement of products.

Both sides also agreed to hold regular consultations to advance the goals.

Gazprom executives to visit Tehran

A delegation from Russia's gas giant Gazprom will send a 30-member delegation to Iran, headed by its Deputy Chairman Alexey Miller, to initiate a new round of gas negotiations.

The objectives of the upcoming trip by senior Gazprom managers to Tehran are to study new projects in Iran's gas industry, reach an agreement on gas swap contracts as well as cooperate on LNG and mini-LNG production plans, Mehr News Agency reported.

Given the diversity in the gas sector, six joint working groups have been set up by National Iranian Gas Company (NIGC) and Gazprom.

Experts of both companies will attend meetings of working groups during the visit by the Russian delegation to Tehran to launch new talks on investment, gas business development as well as technology transfer.

Azizollah Ramezani, director of NIGC's International Affairs Department, said, "Joint committees between Iran and Russia’s Gazprom have been defined in areas of gas trade, research and development as well as production and implementation of joint projects for which certain correspondences and discussions have been made."

He underlined that the Russian delegation will visit Tehran in the form of four working groups which will conduct negotiations with NIGC executives on the details of further cooperation.

Meanwhile, Deputy Oil Minister and NIGC Managing Director Rokneddin Javadi said earlier in the week that no gas project, including construction of pipelines and refineries, has

been assigned to the Russians maintaining, "However, we are ready to cooperate with Russian companies in case they submit proposals."

Iran, Norway ink MoU on oil industry cooperation

Iran's Research Institute of Petroleum Industry and Norway's International Aker Solutions Company signed a memorandum of Understanding (MoU) to broaden cooperation in the oil industry.

Announcing this, the institute's deputy head, Amir Abbas Hosseini said that based on the document, the two sides would cooperate in developing new technology in Iran's oil industry and the transfer of advanced technology, reported Fars News Agency.

He underlined that Norway symbolizes advanced technology across the globe and is the frontrunner in state-of-the-art technology in the oil industry.

"Iran will cooperate with Norway to modernize national oil industry," Hosseini said describing Aker as one of the forerunners in upstream and downstream oil industry.

Last year, a delegation from Norway's International Aker Solutions Company held talks with Iranian Center for Oil Industries Research Studies.

The Norwegian delegation met the Managing Director of the Oil Industries Research Center Mohammadreza Katouzian to discuss technology cooperation in the upstream and downstream oil industry.

In February, Iran's Deputy Foreign Minister for American and European Affairs Majid Takht Ravanchi said Iran and Norway were opening a new chapter in ties, particularly in the transfer of modern technology as well as in finance and investment.

Speaking at a forum of Iranian-Norwegian investment opportunities and businesses in the Norwegian capital, he said that after the implementation of the nuclear deal between Iran and world powers, there are no longer any restrictions to foreign direct investment, technology transfer and finance in the Iranian market.

"Norway has excellent capacities in shipping, oil, gas, nuclear safety, environment, renewable energies, and finance. Iranian public and private sectors are prepared to sign joint ventures with their Norwegian partners, while acting as a gateway to the region’s growing market," he added.

Tehran, Berlin ink agreements on water

Iranian and German officials reached understanding on cooperation in the water supply and sanitation sector.

A special meeting of senior executives from the German Federal Ministry for the Environment, Nature Conservation, Building and Nuclear Safety as well as Iran's Energy Ministry examined the provisions of water supply and sanitation, a memorandum of understanding (MoU)  inked between the two countries applying the necessary amendments, Mehr News Agency reported.

Numerous provisions were included in the MoU such as cooperation and exchange of information and knowledge in the field of legislation, water quality standards, wastewater flows, capacity development and environmental impacts on water and wastewater treatment, cooperation and information exchange in various fields including economic and social issues as well as public participation in the sector.

Other aspects of the contract pertain to exchange of experience in water management and integrated water resources management, promotion and implementation of water resource management in watersheds by transferring knowledge related to the structure as well as missions and duties of river basin organizations (RBOs).

The deal also covers water conflict management in different sectors (households, agriculture, environment and industry), infrastructure and smart technologies for water supply, aquifer feeding management and promotion of public-private partnerships in the water sector between the two countries.

The MoU on water supply and sanitation has also been compiled and will be signed by finance ministers of Iran and Germany in near future.

Iran poised to outpace regional petroleum part builders

An Iranian oil official said Saturday Iran is bracing to become the leading regional producer of petroleum parts and items in the near future.

Speaking to Shana on the sidelines of the 21st Iran International Exhibition of Oil, Gas, Refining and Petrochemicals, Deputy Oil Minister for Research and Technology Mohammadreza Moqaddam said Iran is ready to win the regional market for petroleum items in the near future.

"Iran has taken similar measures in the past but what is important for the time being is the efforts to materialize an initiative to localize ten groups of key items in the petroleum industry that will help Iran win the regional market of the products in the near future," he said.

The 21st Iran International Exhibition of Oil, Gas, Refining and Petrochemicals will run through May 8 at Tehran's international fairgrounds. Nearly 2,000 exhibiting companies from 38 countries have put their latest oil and gas achievements on display at the event.

NIOC: BP to open Iran office in summer

British oil giant BP will open an office in Iran this summer, according to Rokneddin Javadi, the managing director of the National Iranian Oil Company.

Javadi said BP is looking to transfer technology and capital to Iran, wsj.com reported.

BP’s CEO Bob Dudley previously has been keen on investing in the country. Speaking earlier this year, he said his company would choose opportunities carefully.

Other Western oil companies that have made moves to return to Iran include Austria’s OMV and France’s Total SA. OMV earlier this week announced that it signed a memorandum of understanding with NIOC, giving it the opportunity to pursue a number of potential oil and gas projects in the country.

Since the end of international sanctions on Iran, the nation has sought international investment to modernize and repair their oil infrastructure.

 

Total ties

 

NIOC and Total have held talks for cooperation in Iran LNG project, however no decision was made so far on the issue, Javadi said.

He expressed hope that the talks would be concluded as soon as possible.

If the talks are concluded the project most likely will be handed over to Total, Javadi said.

Financing the project remains as the biggest challenge of the Iran LNG project, he added.

Iran LNG is a $3.3 billion project to produce 10.5 million tons of liquefied gas per year which has lingered for years amid international sanctions against Tehran.

It is 60 percent complete, according to officials, pending imports of new equipment and structures to bring it online.

NIGEC hopes to complete the project in just under three years, making the country's first LNG exports ready for the market.
